3. 招标将通过国际竞争性采购的方式、使用世行《投资项目贷款借款人采购规则》(2025年2月版)中规定的“征询投标书”(RFB)进行,并向《采购规则》中定义的所有合格的投标人开放。

5. 投标人资格要求:
5.1 财务能力:投标人应提交投标截止日期前最近三年(即2021年至2023年)经审计的财务报表,或投标人所在国家法律未要求的其他买方可接受的财务报表,以证明投标人当前财务状况的稳健性,即:投标人最近三年每年的净资产(按总资产与总负债之差计算)均应为正值(对于联合体,联合体牵头方和成员方均应完全满足前述要求);
5.2 特殊经验:投标人应证明其在投标截止日期前的五年内(即2020年1月1日起至投标截止日止,以项目验收时间为准)已成功完成2个或以上的合同,其中一个合同的单个合同金额至少为人民币1亿元,其余合同的累计合同金额至少为人民币1亿元,这些合同应已成功完成。
性质和复杂性与合同项下的货物和相关服务相似,相似性基于:合同应为智能化、信息化类项目集成案例,并且包含类似的智能柜设备。对于联合体,这一要求可以由所有成员共同满足。
投标人必须提供相关证明文件,包括但不限于:①合同复印件、②最终用户出具的验收证明和③体现项目结算的部分或全额的发票复印件等文件的复印件。附在投标文件中的合同复印件必须包括能体现以下内容的合同页:合同首页体现项目名称、采购内容、合同签订日期、合同金额、合同签字盖章页面,并注明最终用户联系人及联系方式等。
5.3 有制造经验和技术能力:对于本合同项下的以下设备:触摸屏、物联网工控主机、单仓控制器、称重模组、IC卡一体化模组、网络摄像头、RFID读写器的具体要求如下:
(1)在投标截止日期之前,上述设备的制造商需具有至少2年相关设备的制造经验;
(2)制造商的业绩要求:
①触摸屏:在投标截止日期前1年内(即2024年1月1日至今),至少具有1000件销售本项设备的销售业绩并至少正常地运行1年。
②物联网工控主机:在投标截止日期前1年内(即2024年1月1日至今),至少具有1000件销售本项设备的销售业绩并至少正常地运行1年。
③单仓控制器:在投标截止日期前1年内(即2024年1月1日至今),至少具有1000件销售本项设备的销售业绩并至少正常地运行1年。
④称重模组:在投标截止日期前1年内(即2024年1月1日至今),至少具有1000件销售本项设备的销售业绩并至少正常地运行1年。
⑤IC卡一体化模组:在投标截止日期前1年内(即2024年1月1日至今),至少具有1000件销售本项设备的销售业绩并至少正常地运行1年。
⑥网络摄像头:在投标截止日期前1年内(即2024年1月1日至今),至少具有1000件销售本项设备的销售业绩并至少正常地运行1年。
⑦RFID读写器:在投标截止日期前1年内(即2024年1月1日至今),至少具有1000件销售本项设备的销售业绩并至少正常地运行1年。
注:投标人需针对上述两项要求提供相关证明文件,包括但不限于:上述设备制造商的营业执照影印件、销售合同影印件、可体现“相关设备已正常运行1年”的由最终用户出具的证明函或投标人出具的承诺函(若提供的是投标人出具的承诺函,还需加盖公章并提供相关支持文件,例如:性能考核验收报告、终验报告或质保到期验收报告等能够体现设备“正常运行1年”的证明材料)。附在投标文件中的销售合同影印件必须包括能体现以下内容的合同页:合同首页(体现项目名称)、采购内容、合同签订日期、合同金额、合同签字盖章页,并注明最终用户联系人及联系方式等。
5.4 制造商授权:制造商授权书,详见第四章-投标文件格式。需要提供制造商授权的货物包括:物袋分离总成、单仓控制器、物联网工控主机、触摸屏、网络摄像头、称重模组、IC卡一体化模组和RFID读写器。注:如本项目的物货物是由投标人根据本项目技术要求和图纸自行生产,则不需要提供制造商授权,但需要提供相关《说明函》(其中应明确本项目的货物是由投标人根据本项目技术要求和图纸自行生产)。
5.5 项目实施关键人员资质
项目经理(1人)、现场经理(1人)、技术负责人(2人)、系统架构师(1人)、设备工程师(1人)和信息安全工程师(2人),具体资格要求详见招标文件。
6. 有兴趣的合格投标人在向以下地址提交一份书面申请并支付一笔人民币300元的不可退还的费用后,获得英文版招标文件并随附招标文件中文译本供参考。支付方式为现金或直接汇款至采购代理机构账******银行名称:******银行北京三元桥支行;账号:************606)。招标文件将通过邮寄方式发送。

1. The Government of the People’s Republic of China has received for financing from the World Bank toward the cost of the China Plastic Waste Reduction Project, and intends to apply part of the proceeds toward payments under the contract for the Integral Procurement of All-category Smart Garbage Bin.
2. The Ningbo Dabashou Ecological Digital Technology Co., Ltd. now invites sealed Bids from eligible Bidders for the following Integral Procurement of All-category Smart Garbage Bin.
Main Facility Type and Quantities | 6860 bins of intelligent cabinet boxes, 1720 bins of wing door panels, 900 sets of two-network integration transformation boxes (including on-site transformation services) and 1220 sets of data traceability system transformation (including on-site transformation services). All the above complete sheet metal, control, sensing, auxiliary materials of the intelligent cabinet overall finished product assembly, intelligent cabinet finished product on-site installation services, intelligent cabinet later maintenance services (including landing support, daily patrol inspection, emergency maintenance). |
Final Destination | Implementation points of residential communities in Ningbo City (Preliminary estimation: approximately 400 units in Haishu District, about 240 units in Jiangbei District, around 250 units in Zhenhai District, roughly 240 units in Beilun District, approximately 700 units in Yinzhou District, about 100 units in Fenghua District, and approximately 90 units in the High-tech Zone. The quantity is subject to the actual demand for the landing of the smart boxes.) |
Delivery Period and Completion Date | After the signing of the contract, the total delivery is expected to be divided into 20 batches. The planned quantity for each batch is as follows: 343 bins of intelligent cabinet enclosure, 86 bins of compartment door panel, 45 sets of enclosure reconstructed for integration of urban sanitation system and renewable resource system, 61 sets of data traceability systems reconstruction; The delivery time after each batch order placement is 5 to 45 days; the interval between each batch order is expected to be approximately 30 days, the contract delivery period shall not exceed 730 days (2 years), with the final schedule subject to the delivery plan specified in the purchase orders provided by the Purchaser. |
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “ Regulations for IPF Borrowers” (February, 2025) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Ningbo Dabashou Ecological Digital Technology Co., Ltd. (Contact Person: Mr.Zhu, Email: ) and inspect the bidding document during office hours i.e. 09:00 to 11:00 hours, 14:00 to 16:00 hours, at the address given below.
5. Qualification Requirements of the Bidder:
5.1 Financial Capability: The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three years (i.e. 2021 to 2023) prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position, i.e., The Bidder’s net assets (calculated as the difference between total assets and total liabilities) for each of the last three years shall be positive (For a joint venture, this requirement shall be met by each member).
5.2 Specific Experience: The Bidder shall demonstrate that it has successfully completed at least two(2) or above contracts within the last five years (i.e. from 1 January, 2020 until the bid submission deadline, base on the project acceptance) prior to bid submission deadline, one of the contracts has a single contract amount of at least RMB 100 million, and the remaining contracts have cumulative contract amounts of at least RMB 100 million. All of the contracts that have been successfully completed. And that are similar in nature and complexity to the Goods and Related Services under the Contract. The similarity is based on: the contract should be an integrated case of intelligent and information-based projects, and the integrated goods in the contract should include similar smart cabinet equipment. For a joint venture, this requirement may be met by all members combined.
The Bidder shall provide relevant supporting documents, including but not limited to: ① copy of the contract, ② certificate of acceptance issued by the employer and ③ copy of the invoice reflecting part or full settlement of the project and other documents. The copy of the contract attached to the bidding document must include a contract page that can reflect the following contents: The contract home page reflects the project name, procurement content, contract signing date, contract amount, contract signature and sealing page, and indicate the end-user contact person and contact information.
5.3 Manufacturing experience and Technical Capacity: For the items under the Contract : Touch Screen, Industrial Control Host-machine of Internet of Things, Single-bin Controller, Weighing Module, IC Card Integrated Module, Web Camera, RFID Reader-writer, the Bidder shall furnish documentary evidence to demonstrate that:
(i)Before to the bid submission deadline, the manufacturer of the aforementioned equipment must have at least 2 years of manufacturing experience in the relevant equipment;
(ii) Manufacturer's performance requirements:
①Touch Screen: Within one year prior to deadline for submission of Bids (i.e. from January 1, 2024 to the present), have a sales performance of at least 1000 units of this equipment and have been operating normally for at least one year.
②Industrial Control Host-machine of Internet of Things: Within one year prior to deadline for submission of Bids (i.e. from January 1, 2024 to the present), have a sales performance of at least 1000 units of this equipment and have been operating normally for at least one year.
③Single-bin Controller: Within one year prior to deadline for submission of Bids (i.e. from January 1, 2024 to the present), have a sales performance of at least 1000 units of this equipment and have been operating normally for at least one year.
④Weighing Module: Within one year prior to deadline for submission of Bids (i.e. from January 1, 2024 to the present), have a sales performance of at least 1000 units of this equipment and have been operating normally for at least one year.
⑤IC Card Integrated Module: Within one year prior to deadline for submission of Bids (i.e. from January 1, 2024 to the present), have a sales performance of at least 1000 units of this equipment and have been operating normally for at least one year.
⑥Web Camera: Within one year prior to deadline for submission of Bids (i.e. from January 1, 2024 to the present), have a sales performance of at least 1000 units of this equipment and have been operating normally for at least one year.
⑦RFID Reader-writer: Within one year prior to deadline for submission of Bids (i.e. from January 1, 2024 to the present), have a sales performance of at least 1000 units of this equipment and have been operating normally for at least one year.
Note: The Bidder shall provide relevant supporting documents for the above two requirements, including but not limited to: a copy of the business license of the equipment manufacturer, a copy of the sales contract, and a certificate issued by the end-user confirming that "the relevant equipment has been operating normally for one year," or a commitment letter issued by the bidder (if a bidder-issued commitment letter is provided, it must be stamped with the official seal and be supported by relevant documents, such as performance test acceptance reports, final acceptance reports, or warranty expiration acceptance reports, which can prove that the equipment has been "operating normally for 1 year"). The copy of the sales contract attached to the bid documents must include contract pages that can reflect the following contents: contract homepage (reflecting project name), procurement content, contract signing date, contract amount, contract signature and seal page, and indicate the contact person and contact information of the employer, etc. .
5.4 Manufacturer’s authorization: refers to Section IV, Bidding Forms for details. Goods that require manufacturer authorization include: Waste and Bag Separation Assembly, Single-bin Controller, Industrial Control Host-machine of Internet of Things, Touch Screen, Web Camera, Weighing Module, IC Card Integrated Module, RFID Reader-writer.
Note: If the goods are produced by the Bidder according to the Technical Specifications and Drawings of the project, it is not necessary to provide the manufacturer's authorization, but it is necessary to provide a relevant "Explanation Letter" (which should clarify that the goods of this project is produced by the Bidder according to the Technical Specifications and Drawings of the project).
5.5 Qualifications of Key Personnel for Project Implementation
Project Manager (1 Person), On-site Manager (1 Person), Technical Director (2 Person), System Architect (1 Person), Equipment Engineer (1 Person), Information Security Engineer (2 Person), for specific qualification requirements, please refer to the bidding documents.
6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB 300, the Chinese translation of the bidding document is attached for reference.
