简要规则描述：为加快25号单元 06-05地块土地储备项目的前期开发工作，我公司正积极推进06-05地块土地储备项目征房及腾地清障工作。该地块东至06-06地块，西至宜乐路，南至规划卫星路，北至06-08、06-09地块。目前准备对该项目25产房屋进行拆房工作，经评估汇总，本项目涉及房屋建筑面积7050.01平方米。涉及工程内容:房屋拆除、建筑垃圾清运及处置。

Brief Specification Description: In order to accelerate the preliminary development work of the land reserve project of Block 06-05 in Unit 25, our company is actively promoting the land acquisition and clearance work of the 06-05 land reserve project. The plot extends east to Plot 06-06, west to Yile Road, south to Planned Satellite Road, and north to Plot 06-08 and 06-09. At present, we are preparing to carry out demolition work on the 25th house of this project. After evaluation and summary, the project involves a building area of 7050.01 square meters. 二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购， 评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位， 并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；(4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: (1)Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises(3) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given to products listed in the Energy saving and Environmental Protection Product Item List published by the Ministry of Finance in document Caiku [2019] No. 18 and Caiku [2019] No. 19; Mandatory procurement shall be implemented for products marked with "★" in the list of energy-saving product items. Suppliers must provide certification

(c)本项目的特定资格要求：3、本次采购需要网上响应，供应商必须获得上海市电子签名认证证书（CA认证证书），根据《上海市政府采购供应商登记及诚信管理（暂行）办法》，为已在上海市政府采购网登记入库的供应商；4、须系我国境内依法设立的法人组织；5、具有建筑工程施工总承包三级及其以上资质；6、具有建设部门颁发的《安全生产许可证》(有效期内）；7、拟派的项目经理须具有建筑工程注册建造师二级及其以上资格及有效的安全考核证书，且未担任其他在建的建设工程项目的项目经理；8、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；9、本项目不接受联合体响应。

(c)Specific qualification requirements for this program: 4. It must be a legal entity established within the territory of China in accordance with the law; 5. Having a third level or higher qualification for general contracting of construction projects; 6. Having a "Safety Production License" issued by the construction department (within the validity period); 7. The proposed project manager must have a second level or higher qualification as a registered construction engineer and a valid safety assessment certificate, and not serve as a project manager for other ongoing construction projects; 8. The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract;9.This project does not accept consortium responses.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
